The Department of Economic and Community Development develops and implements strategies to attract and retain businesses and jobs, revitalize neighborhoods and communities, ensure quality housing and foster appropriate development in Connecticut's towns and cities.
DECD is focused on strengthening Connecticut’s competitive position in the new economy and solidifying the state’s reputation as a high-tech leader in innovation and productivity.
DECD staff is composed of highly trained economic and community development professionals who work directly with businesses, developers, housing advocates, community groups and municipalities. They help promote business development, job growth, affordable housing and neighborhood revitalization in the communities they serve.
The agency also maintains centralized line support functions that provide technical assistance, engineering, construction and architectural assistance, research data, legal guidance, programmatic support and training and general administrative functions that support the overall operations of the agency.
Simply stated, this department is in the business of creating opportunities-- opportunities in housing, community and economic development.

Small Business Express Program
The Small Business Express Program (EXP) provides loans and grants to Connecticut’s small business to spur job creation and growth. Assistance focuses on:
Maximum Award Amounts
Small Business Express Revolving Loan Fund - Loans are available at a minimum of $10,000 to a maximum of $100,000 to assist small businesses with capital and operational needs.
Incentive Loan and Grants to Create Jobs
Small Business Job Creation Incentive Program - Deferred Loans are available at a minimum of $10,000 and a maximum of $250,000 to assist small businesses to spur growth. DECD may forgive all or part of loan based on the attainment of job creation goals.
Small Business Creation Matching Grant Program
Grants are available at a minimum of $10,000 and a maximum of $100,000 to provide a dollar-for-dollar matching grant for specific job creation, capital investment and working capital goals.
Small businesses employing not more than 50 employees are eligible. Priority will be given to Connecticut’s economic based businesses, as defined in Connecticut General Statutes 32-222, including but not limited to: precision manufacturing, business services, green and sustainable technology, bioscience and information technology sectors.
Small Business Tax Incentives
The state of Connecticut and local cities and towns offer a wide variety of tax incentives that encourage business investment. Numerous tax credits, tax exemptions and tax abatements are available at the state level, while municipalities can offer property tax incentives based on certain levels of capital investment.
